Purpose

The Cyber Fusion Innovation Center (CFIC) and the Army Cyber Technology and Innovation Center (ArCTIC), in collaboration with the Program Executive Office - Simulation, Training and Instrumentation (PEO STRI) is in search of industry expertise to maintain the operational readiness of the cyberspace workforce through the creation of a Persistent Cyber Training Environment (PCTE) - Cyber Innovation Challenge (CIC) 5. 

Background/Synopsis 

The Department of Defense (DoD) requires a Persistent Cyber Training Environment (PCTE) for the 8,000+ person Cyber Mission Force (CMF) to maintain operational readiness of the cyberspace workforce. A Joint PCTE mirrors the function of a physical training range used for land, air, and maritime forces, but is designed for cyberspace workforces. It operates continuously and is geographically distributed. The PCTE platform needs to evolve by leveraging emerging technologies to assist in performing human-centric tasks, with minimal human intervention, considering all aspects of the platform. Applications of these technologies should streamline routine tasks, reducing processing time and increasing productivity. Additionally, it should enhance current capabilities and provide new insights into platform performance. Because of this, the PCTE program is seeking to improve the current training platform and introduce Artificial Intelligence and Machine Learning (AI/ML) solutions with the following capabilities.
